Petroleum sector is the largest sector contributing to the exchequer, both Central and State

During 2024-25, total contribution of the petroleum sector to the exchequer was Rs 740,827.5 crore, comprising Rs 415,244 crore to the central exchequer (56.1% of total) and Rs 325,583.5 crore (43.9%) to the state exchequer

About PPAC:

Subsequent to the dismantling of the Administered Pricing Mechanism (APM) in the petroleum sector, Oil Coordination Committee (OCC) was abolished and a new cell called Petroleum Planning & Analysis Cell (PPAC), attached to the Ministry of Petroleum and Natural Gas, was created effective 1st April 2002

The mandate of PPAC as per the gazette notification dated 30.03.2002 is to assist the government in the following functions:-

  1. Administration of subsidy on PDS Kerosene and domestic LPG and freight subsidy for far flung areas.
  2. Maintenance of information data bank and communication system to deal with emergencies and unforeseen situations.
  3. Analyzing the trends in the international oil market and domestic prices.
  4. Forecasting and evaluation of petroleum import and export trends.
  5. Operationalizing the sector specific surcharge schemes, if any.

The expenditure of PPAC is borne by Oil Industry Development Board (OIDB).
